文化的最低限の生活とはなにか。収入はどれくらいか。どこまで週にと援助できる人を調査するか。
誰を生活保護の対象とし、どのくらい支給するか。税金が原資だから、現場では激しくせめぎ合う。
その中で餓死する人凍死する人か絶えない。冬が近づくと胸が痛む。

The Basics of the Livelihood Protection Act
Article 25 of the Constitution
What is a "culturally minimum standard of living"? How much income does that entail? How far should investigations go to determine who can be helped? Who should be eligible for public assistance, and how much should be provided? As it’s funded by taxpayers, intense conflicts arise at the ground level.
Even amidst this, there are people who starve or freeze to death. As winter approaches, my heart aches.
